As shown above, He sold his account to me for 200$ paypal f&f and withdrew the account after some time. I tried contacting him yesterday but he does not seem to want to respond to me so, ill be posting this dispute. Other side somewhat unrelated context: when I bought the apex account, I stopped playing on steam platform and had some spare csgo items that I didn't need. When I successfully purchased the account from him, he seemed really nice so i offered to gift him cyber punk when it came out. However Around christmas and new year, I ended up buying steam game gifts for my irl friends and did not have enough funds to gift this man a steam gift. If he had asked me to play with him or had him approaching me to play games with him, this would have made me trusted him enough to buy him a gift but thank god he didn't.
